I've heard Kevin Rudd say this many times in interviews. He calls the IPCC the International Panel on Climate Change instead of what it really is: the Intergovernmental Panel on Climate Change.
I don't know if it's a subconscious slip on his part or a conscious attempt to hide the political nature of this body.

Thank you professor Rudd for giving us your highly idealised view of the IPCC. For a full and frank discussion of what the IPCC really is read Donna Laframboise's book The Delinquent Teenager.
In that book you will see that chapter editors and lead authors are an inner circle of about 70 who control the content of the reports produced by the IPCC. They are hand-picked to be sympathetic to the cause of action on climate change even if their qualifications for the position aren't yet complete.
The 4,000 scientists in coats -- actually more like 2,300 -- are contributing authors who often disagree with chapter authors' conclusions but aren't allowed to voice their objection. Steve McIntyre was asked to review an IPCC chapter but was rejected and threatened with dismissal when he asked for some raw data to two unpublished papers.
These "4,000" scientists may have written one paper on the subject of climate change and submitted it to the IPCC to be included on Kevin Rudd's list. They're not on a contract to measure stuff for the IPCC for 20 years.
Either Kevin Rudd really knows how to dress up a lemon or he has no clue how science, or apparently the real world, actually works.
